Gentry Locke Partners D. Scott Foster, Jr., Paul D. Hawkins, and Michael V. Moro, II Named to Coastal Virginia Magazine’s 2026 Top Lawyers List

NORFOLK, Va. (January 22, 2026) – The Virginia law firm Gentry Locke is pleased to announce that partners D. Scott Foster, Jr., Paul D. Hawkins, and Michael V. Moro, II were named to Coastal Virginia Magazine’s 2026 Top Lawyers list. This award is determined through a peer-to-peer nomination process and recognizes attorneys in the Coastal Virginia legal community who are regarded by their peers as leaders in their respective practice areas.

Foster was recognized for Land Use & Environmental Law. He practices in the firm’s General Commercial practice group, advising businesses on land use, real estate, and corporate matters. Foster is a member of the firm’s Legislative Affairs and Solar and Renewable Energy teams and regularly handles solar and battery storage land use matters across the Commonwealth.

Hawkins was recognized for Government and Administrative Law. He practices in the firm’s General Commercial practice group, where he focuses on government contracting. Hawkins helps government contractors win more business and navigate complex regulations with confidence, representing clients at every stage of their business journey, from corporate formation and governance matters to mergers and acquisitions and succession planning.

Moro was recognized for Corporate Law. He practices in the firm’s General Commercial practice group, advising business owners and organizations on commercial transactions, mergers and acquisitions, and corporate governance matters. Moro assists clients with the preparation of governing documents, including shareholder agreements and operating agreements, negotiates a wide range of commercial contracts such as software license agreements and cloud computing agreements, and represents clients throughout all phases of mergers and acquisitions and commercial lease negotiations
