NORFOLK, Va. (April 15, 2026) – The Virginia law firm Gentry Locke is pleased to announce that John M. Scheib, a partner in the firm’s General Commercial Practice Group and current President of Scouting America Tidewater Council, has been selected by the National Eagle Scout Association (NESA) to receive its highest Eagle Scout honor, the Distinguished Eagle Scout Award.
“Earning the Distinguished Eagle Scout award is a testament to John’s leadership, integrity, and long-standing commitment to excellence. Those qualities align directly with his law practice and are evident in the way he serves clients, his colleagues, and the community,” said Managing Partner K. Scheib currently sits on the firm’s Executive Board, is the head of Gentry Locke’s Norfolk office, and serves as the Business Development Chair, leading the Business Development Department. He is the former Chief Legal Officer and a former Senior Executive of Norfolk Southern Corporation, and has extensive deal-making, legislative, regulatory, and business experience.
Scheib is President of Scouting America Tidewater Council, the fifth-oldest Scouting America council in the United States, established in 1911. Today, the council serves approximately 4,000 youth and 1,700 adult volunteers in the Virginia cities of Chesapeake, Norfolk, Portsmouth, and Virginia Beach and the North Carolina counties of Camden, Chowan, Currituck, Dare, Gates, Pasquotank, and Perquimans.
Scheib has a distinguished record of service and numerous honors within Scouting America. He is a Vigil Honor member of the Order of the Arrow (OA), Scouting America’s honor society. He has served as a Chapter Advisor and Associate Lodge Advisor in Tidewater Council’s Blue Heron Lodge, as a Host Lodge Advisor, and as a Shows Advisor for several Section SR-7A Conclaves. He was on the training staff at the 2018 and 2020 National OA Conferences. Blue Heron Lodge bestowed Scheib with the Silver Heron Award in 2016, the same year in which his son, Will, received it. The Silver Heron Award is presented to no more than two members of the lodge each year. It recognizes individuals who best represent cheerful service in their local lodge, chapter, unit, and outside of Scouting.
Scheib will receive the NESA Distinguished Eagle Scout Award at the Scouting America Tidewater Council Recognition Banquet on Wednesday, April 29, 2026, at the Khedive Shrine Temple in Chesapeake.

He is an active member of the Virginia Association of Defense Attorneys and a frequent lecturer and author on insurance litigation issues. Guy is consistently noted as a Virginia Super Lawyer in Personal Injury General: Defense, and since 2012 has consistently earned a spot on the Best Lawyers in America list for Insurance Law.
Membership in the Hall of Fame is reserved for Virginia lawyers who are 60 years of age and older. Grubb is an integral member of Gentry Locke’s Commercial Litigation and Construction practice groups. Her practice encompasses a wide range of commercial litigation matters, with a focus on construction-related issues including contract negotiations, payment disputes, mechanic’s liens, construction defects, and delay claims. She regularly represents owners, general contractors, subcontractors, suppliers, and design professionals in complex disputes across the Commonwealth.
She is one of the only attorneys in Virginia who represents heavy-duty towing and recovery companies in matters related to highway cleanup in connection with VDOT programs, providing highly specialized counsel in a niche and critical area of infrastructure and transportation law.
Grubb currently serves as Chair of the Virginia Bar Association Young Lawyers Division and was named Young Lawyer of the Year by the Roanoke Bar Association in 2025. She was also recognized as a Virginia Super Lawyers Rising Star in Construction Litigation and named to the Virginia Business Legal Elite for Young Lawyers in 2025.

Grubb has been installed as Chair of the Virginia Bar Association’s Young Lawyers Division (YLD), a leadership role within one of the Commonwealth’s most respected voluntary bar organizations.
Grubb was installed during the Virginia Bar Association’s Annual Meeting, held January 22-24 in Williamsburg, Virginia. She will serve as Chair for the upcoming term, leading the YLD’s efforts to support professional development, leadership, and public service among Virginia’s emerging attorneys.
The VBA Young Lawyers Division serves attorneys age forty and under or those within their first five years of practice. The division plays a vital role in fostering engagement within the legal profession through educational programming, mentorship initiatives, community outreach, and opportunities for leadership and collaboration statewide.
As Chair, Grubb will oversee the division’s committees and initiatives, work closely with VBA leadership, and help shape programming that strengthens the profession while supporting young lawyers across Virginia.

Keller was named for Construction Law. Paxton was named for Labor & Employment Law. Lee joins the firm’s Richmond office, where she will focus her practice on business, employment, and appellate litigation.
Prior to joining Gentry Locke, Lee was a litigation associate with a Washington D.C. based firm and prior to that served as a Judicial Intern for the Honorable Lisa M. Lorish of the Court of Appeals of Virginia.

During law school, Lee represented coal miners and their families as a student attorney in the Advanced Administrative Litigation Clinic, advocating for federal black lung benefits. Lee received her J.D. from Washington and Lee University School of Law and earned her B.A., cum laude, from James Madison University.
