Charlie Williams joined Gentry Locke in 1970 and as a senior partner he heads the firm’s Environmental Law practice. His work includes advising corporate and municipal clients in the areas of environmental compliance, including enforcement and environmental tort litigation. He has extensive experience in contaminated land renewal and the management of environmental aspects of mergers and acquisitions. Charlie has consistently been recognized among the Best Lawyers in America for Environmental Law since 2006.

Spencer Wiegard is a Partner with Gentry Locke Attorneys. He is the Chair of the firm’s Commercial Litigation Practice Group as well as the firm’s Construction Law practice group. Spencer focuses his practice in the areas of construction law, construction litigation, business litigation, occupational health and safety matters, government contracts, administrative law, and regulatory matters. He represents general contractors, subcontractors, trade contractors, suppliers, manufacturers, developers, and design professionals. Spencer is a past the Chair of the Construction Law and Public Contracts Section of the Virginia State Bar, and previously served multiple terms on the section’s Board of Governors.
Spencer is a former member of both the Board of Directors and a current member of the Legislative Committee for the Associated General Contractors of Virginia (“AGCVA”). He serves on the Executive Committee for the Roanoke District of the AGCVA and served as the AGCVA Roanoke District President from 2017-2019. Spencer has been recognized by “Virginia Super Lawyers” in Commercial Litigation. Spencer has also been recognized by Virginia Business Magazine’s “Legal Elite” list in the area of Construction Law.
Spencer counsels and advises his clients concerning a range of legal issues, including contract drafting and negotiation, mechanic’s liens, surety bond claims, professional and occupational licensing issues, and OSHA compliance claims and business disputes. Spencer’s construction litigation practice involves breach of contract disputes, payment disputes, claims, construction defect disputes, design defect disputes, mechanic’s lien enforcement actions, payment bond claims, OSHA enforcement actions, professional licensure, and regulatory matters.
Spencer’s occupational health and safety practice involves overseeing health and safety audits and gap analysis, reviewing health and safety programs, policies, and procedures, assisting with OSHA inspections and investigations, health and safety incident response, and representing clients in response to OSHA citations. Spencer’s clients include employers from the construction industry, manufacturing industry, and general industry.
Spencer also represents retailers and manufacturers of manufactured homes in litigation, alternative dispute resolution, licensing, and regulatory matters. Spencer serves as counsel to and registered lobbyist for the Board of Directors for the Virginia Manufactured and Modular Housing Association.

Bruce Stockburger is a Partner in the firm with 49 years of experience providing business owners with sophisticated tax and business advice, including multi-generation wealth preservation techniques such as family limited partnerships, grantor trusts, generation-skipping trusts, charitable remainder and lead trusts, qualified personal residence trusts and business succession plans. He has served as counsel to many physician group practices, including the largest multi-specialty physician organization in Virginia for 15 years.
In addition, Bruce has represented numerous municipalities, not for profit organizations, and private developers in structuring state and federal tax credit financing transactions (historic rehabilitation, low-income housing, and New Markets tax credits) and handles tax-exempt financing of manufacturing facilities, tax-free and taxable mergers and acquisitions, and structuring sales of substantial assets.

William Rakes is Senior Counsel with Gentry Locke. David Paxton advises and represents businesses, business owners, and executives in the areas of labor & employment law, complex litigation, shareholder disputes and whistleblower claims. He regularly advises businesses and non-profits in connection with governance issues, nondisclosure agreements, and noncompete agreements, and represents parties in litigation involving claims of breach of contract, unfair competition and trade secrets. Monica Monday heads the firm’s Appeals and Critical Issues practice.
