Mike Finney is the Litigation Section Leader at the firm and has built a reputation for success in complex litigation and appeals. Michael’s accomplishments include serving as lead appellate counsel in United States ex rel. Arven et al. v. Florida Birth-Related Neurological Injury Compensation Association, where he helped secure a $51 million settlement in a False Claims Act case. He also represented the appellant in Pegasystems Inc. v. Appian Corporation, a high-stakes trade secrets dispute concerning a $2 billion judgment, which was Virginia’s largest jury verdict reversed. His extensive litigation experience spans industries and legal disciplines, from defending major companies in contract disputes to representing whistleblowers in landmark fraud cases.

Frank focuses his practice on catastrophic loss matters including personal injury and medical malpractice. His legal career is rooted in service. Prior to joining the firm, he proudly served in the United States Army as a paralegal. In this role, he participated in numerous Courts-Martial and Administrative Separation Hearings and advised military commanders on a range of legal matters. Frank also served as a Law Clerk for the Virginia Beach Circuit Court judges, an Extern for the Honorable D. Arthur Kelsey in the Supreme Court of Virginia, and an Intern for Judge April C. Wood in the North Carolina Court of Appeals.
Frank earned his J.D. from Regent University School of Law where he was selected as staff editor for the Journal of Global Justice and Public Policy and was as an associate on the Trial Advocacy Board.

They comprise a group of nearly 500 of the best and brightest legal practitioners who are committed to the highest ideals of the law and to the concept of citizen lawyers. Carlos was also appointed by former Governor Terence R. McAuliffe in 2014 to serve on the Governor’s Cabinet as Counsel to the Governor. ROANOKE | NORFOLK, Va. (January 24, 2025) – The Virginia law firm Gentry Locke is pleased to announce that Alicha M. Grubb and John M. Scheib have been elected into new leadership positions in 2025 for the Virginia Bar Association (VBA). Alicha will be the chair-elect of the VBA’s young lawyer division. John will be appointed to the VBA’s board at the annual meeting. The attorneys will be installed at the association’s annual meeting on January 23rd through the 25th.

Grubb works in Gentry Locke’s Commercial Litigation and Construction practice groups. Alicha handles a variety of commercial litigation matters, including construction matters related to contract negotiations, payment disputes, mechanic’s liens, construction defects, and delay claims for owners, general contractors, subcontractors, suppliers and design professionals. Alicha is also one of the only attorneys in the Commonwealth who represents heavy-duty towing and recovery companies related to highway clean up in connection with VDOT programs. Together with the Governmental and Regulatory Affairs group, Gentry Locke assists these companies in securing favorable legislation and case law. Alicha also handles general disputes involving commercial real estate, corporate management, personal business concerns, and complex litigation matters.
Scheib is a partner in Gentry Locke’s General Commercial Practice Group. He is the former Chief Legal Officer and a former senior executive of Norfolk Southern Corporation, and has extensive deal-making, legislative, regulatory, and business experience. The majority of John’s career has been spent working in the legal aspects of the transportation and railroad industries. He has experience in strategic communications as well as in managing internal teams across a variety of practice areas. He is adept at managing administrative tasks as well as identifying and implementing process improvements.

O’Boyle also works with clients to conduct internal investigations and provides strategic advice aimed at mitigating any potential negative impacts on business operations, criminal, civil, or regulatory exposure, and reputational harm. She also assists clients in analyzing and developing successful litigation strategies.
O’Boyle is admitted to practice in Virginia, the District of Columbia, and New York. In 2022, she was recognized with a Top Prosecutor Award by the Women in Federal Law Enforcement (WIFLE) for exemplary achievements in prosecutions of federal crimes. O’Boyle was also recognized with the EOUSA Director’s Award for Superior Performance as an Assistant United States Attorney in 2011 and 2016 and received the FBI Director’s Citation for Excellence in Prosecution in 2014.

Mike assists clients in connection with the preparation of governing documents, shareholder agreements, and operating agreements. Moro negotiates commercial contracts, including software license agreements and cloud computing agreements, handles all aspects of mergers and acquisitions transactions, and advise clients in connection with the negotiation of commercial lease agreements. Mike practices in Gentry Locke’s Norfolk office.
Foster was named for Land Use/Environmental. Foster is a partner in the firm’s General Commercial Practice Group. He helps businesses with their land use, real estate and corporate law needs. Scott is a member of our Legislative Affairs and Solar and Renewable Energy teams and handles solar and battery storage land use matters across the Commonwealth. He practices in Gentry Locke’s Richmond office, but earned both his undergraduate and law degrees from William and Mary where he is an active member of the community. Scott became the first college student to be elected to the Williamsburg City Council, where he served Vice-Mayor from 2016-2018.
