Prior to and during law school, Mountjoy worked in Washington, D.C. and has considerable experience in international and U.S. legislative and regulatory affairs.
A graduate of the American University Washington College of Law, Mountjoy received her B.A., B.S., and M.S. from Virginia Tech. She has been admitted to the Colorado, Maryland, and Virginia Bar.

Hopkins as a partner in the firm’s Government and Regulatory Affairs practice and the Criminal and Government Investigations practice in Richmond. Hopkins is the former Counsel to Governor McAuliffe and former Virginia Secretary of Veterans and Defense Affairs.
“Carlos brings more than 25 years of experience in the military, government and civilian sectors, giving him a unique perspective into the legal, legislative and regulatory landscape in Virginia,” said Gentry Locke Managing Partner Monica T. Monday. “We are pleased to welcome Carlos to our team and are confident that his innovative approach to client service will serve as an asset to the firm.”
Prior to joining Gentry Locke, Hopkins spent five years serving as Virginia’s Secretary of Veterans and Defense Affairs, appointed in 2017 by former Governor Terence R. McAuliffe and reappointed by Governor Ralph S. Northam. In this role, he coordinated all state and federal resources to support Virginia’s veterans’ community and served as the Commonwealth’s chief liaison with Virginia’s federal defense installations. Hopkins regularly advised the Governor on federal legislative and regulatory actions impacting Virginia’s veterans’ and military communities. He implemented several important measures during his tenure, including co-leading the Commonwealth’s suicide prevention efforts for service members and their families and increasing the number of veterans hired through the Virginia Values Veterans program from 31,000 to over 65,000. In 2013, Hopkins was appointed to Governor McAuliffe’s Cabinet as his primary legal advisor.
Hopkins has additional experience in litigation and trial practice, serving seven years as a prosecutor in the City of Richmond, supervising the narcotics and Project Exile prosecutions and working to stem the flow of drugs and illegal firearms in the city. Hopkins also spent time in the Richmond City Attorney’s Office and in private practice with a focus on civil and criminal litigation.

A graduate of the University of Richmond School of Law, Hopkins received his B.A from The Citadel. He currently serves as the Staff Judge Advocate for the Virginia National Guard’s Joint Force Headquarters and has over 31 years of service in the Reserve and Guard forces of the United States as a Judge Advocate and former enlisted soldier. In 2008, Hopkins deployed to Guantanamo Bay, Cuba, where he served as the Chief of Military Justice for Joint Task Force Guantanamo. He deployed to the Middle East in 2021 with the 29th Infantry Division, serving as the Division Staff Judge Advocate for Operation Spartan Shield. He served as chair of the Virginia Military Advisory Council from 2017 – 2022 and currently serves on the Board of Directors for the Richmond Ambulance Authority and Virginia Voice.

Monday sits at the helm of a fast-growing Virginia law firm and heads the firm’s appellate practice. Gentry Locke doubled the size of its Richmond office in 2021, adding nine attorneys to expand its criminal and government investigations and renewable energy practices, moving it from the state’s ninth largest firm to the eighth.
A William & Mary law graduate, she is a past chair of the Virginia Bar Association’s Appellate Practice Section Council and sits on the board of directors for the Harvest Foundation, a nonprofit dedicated to improving the quality of life of people in Martinsville and Henry County by improving opportunities for economic development, education and health care.
Monday was the first person in her family to graduate from college – though her mother graduated the year after her. She worked full time and began putting herself through school while Monday was a teen, a feat that Monday greatly admires.

Rhoten assists clients with their land use and real estate needs, providing counsel on encroachments, boundary disputes, covenant violations, and zoning issues. She has experience analyzing local zoning ordinances and site plans for boundary locations. Rhoten regularly coordinates with state and local government officials regarding local zoning and land use information as well as transportation projects and project permitting. She has additional experience preparing policy resolutions on renewable energy and the sustainability of natural resources.
A graduate of the University of Richmond School of Law, Rhoten received her B.A. from Christopher Newport University. During law school, she served as a legal extern in the environmental section of the Virginia Office of the Attorney General where she contributed on cases involving federal and state law air, water, and toxic tort issues. Rhoten also worked as a law clerk at the Department of Justice Environment & Natural Resources Division gaining experience in complex class action environmental litigation. She is a member of the Board of Governors of the Environmental Law Section of the Virginia State Bar.

He is the former Chief Legal Officer and a former senior executive of Norfolk Southern Corporation, and has extensive deal-making, legislative, regulatory, and business experience.

His legislative and regulatory experience dates back to his previous work as Chief of Staff and Counsel to the Chairman of the Surface Transportation Board and as Counsel to the U.S. House of Representatives’ Committee on Transportation and Infrastructure, Subcommittee on Railroads.
Scheib has experience in strategic communications as well as in managing internal teams across a variety of practice areas. He is adept at managing administrative tasks as well as identifying and implementing process improvements.

The Interstate 81 Advisory Committee will be meeting Thursday, July 7, 2022, at 1 p.m. in the Shenandoah Room of the Hotel Roanoke. The I-81 Advisory Committee provides advice and recommendations to the Commonwealth Transportation Board (CTB) regarding the development of the I-81 Corridor Improvement Program and the allocation of the $2 billion of improvements authorized by the General Assembly. The committee is composed of seven Virginia lawmakers, three CTB members representing the Bristol, Salem and Staunton districts, and the five chairs of the planning district commissions. The commissioner of the Virginia Department of Transportation and the director of the Department of Rail and Public Transportation are ex officio members.
